It is now the 1960’s. There is a lot of crime in New York and in other big cities. Congress passes the Gun Control Act of 1968. It is the first law to control the way people buy and sell guns throughout the country. Criminals and people with violent records are banned from owning guns. Many people think this law will make America safe. They feel that ordinary people do not need guns because America has an army and police force.

Other people disagree. They say the Second Amendment lets every American own a gun.
