In 2006, President George W. Bush tries to pass new immigration reform rules. Some senators want to build a 700-mile fence along the border of Mexico to prevent illegal immigrants from entering the country. Other senators want to create a work program that will help illegal immigrants become legal. The senators cannot agree on one plan. No new immigration law is passed.
