Should the government keep suspected terrorists in prison for years while the FBI and the CIA gather evidence? Should the U.S. army allow prisoners to be tortured? What if the prisoners are later found innocent? What if the prisoners have information about a possible terrorist attack?

Some people think it is necessary to treat enemy combatants harshly in order to get information about other terrorists. Other people say it is wrong to hurt prisoners in order to get them to confess to a crime. They think imprisoning people without a trial may cause terrorist groups to seek revenge.

Many people feel that suspected terrorists should not always receive a speedy trial. Other people disagree. They argue that the War on Terror will probably not end soon. They say that everyone is entitled to a fair trial because America is a democracy.
